James Lloyd is a constitutional conservative, energy lawyer, and former White House national security aide.
James is an energy lawyer who has worked on some of the region’s largest oil and gas projects and witnessed firsthand the impact of ineffective government policies and excessive regulation. He understands the challenges that Houston businesses of all sizes are facing in the current market and the importance of having forceful advocates for energy in Congress.
James served at the highest levels of national security policymaking as a member of President George W. Bush’s national security staff at the White House. He worked with senior officials to address critical threats to national security, including prevention of and response to biological and chemical weapon attacks.
James is a seventh-generation Texan who was born and raised in the 7th Congressional District. He attended Episcopal High School and graduated from Rice University with honors, where he was elected Student Body President. He was awarded the Joseph Cooper Prize in Public Policy, presented to the top graduate in public policy.
James earned his J.D. from The University of Texas School of Law, where he was Articles Editor for the Texas Law Review. During law school, James returned to Washington to serve in the office of Secretary of Defense Robert Gates. While in Austin, he worked in the office of Texas Governor Rick Perry. He then served as a briefing attorney for the Texas Supreme Court.
James is deeply involved in strengthening the Houston community. He is an active volunteer for the Houston Veterans Legal Clinic and the Houston Livestock Show and Rodeo, having served on the Mutton Bustin’ Committee and the Armed Forces Appreciation Committee. James also serves on boards and advisory committees supporting Rice University, the Society of Petroleum Engineers, the Texas Parks & Wildlife Foundation, and the James A. Baker Institute for Public Policy.
James is a parishioner at St. John the Divine Episcopal Church. He is close to his family, who all live in the 7th Congressional District.
James is a lifelong activist in the Republican Party and is leading a new generation of grassroots conservatives. He was elected a delegate to nearly every Republican state party convention in the past sixteen years and has volunteered on many campaigns to keep conservatives in office. He serves on the board of the Houston chapter of The Federalist Society, the nation’s preeminent association of conservative lawyers.
